  Help Locate Two Fraud Suspects

Canada-wide arrest warrants have now been issued for the two ringleaders of a driveway paving scam which took place in Durham Region this past summer.

Between May and July of this year, the Durham Regional Police Fraud Unit received dozens of reports from citizens regarding a paving scam. The complaints all centered around two paving companies, Belcon Construction and Hiway Maintenance.

Investigators believe that the suspects would approach their victim at their home and ask if they wanted their driveway paved as the company had left-over asphalt from a nearby job. The suspects would pave the victim’s driveway and demand a much higher amount of money for the job. In many cases, the victims were elderly and pressured into paying the greatly inflated amount. In other cases, the victims were threatened with bodily harm if they didn’t pay. In many cases, the suspects drove the victims to the bank and waited with them while the victims obtained a certified cheque.

As a result of the investigation, five people were arrested and charged and a warrant was issued on July 10th, 2008 for numerous criminal offences including Fraud Over $5000, Threaten Bodily Harm, Extortion and Intimidation.

One male, Michael WHITE age 47, of No Fixed Address, was arrested on July 10th and was granted bail. He has since fled the jurisdiction and further warrants have been issued for his arrest. A second male, Martin GOODWIN, age 47, also of No Fixed Address, had a warrant issued for his arrest and still has not been arrested.

On October 28th, 2008 the warrants for Michael WHITE and Martin GOODWIN were upgraded to Canada Wide as investigators determined they fled Ontario and were now conducting a similar driveway paving scam in Alberta and Saskatchewan.

The suspects are currently in the country illegally and are possibly residing in a trailer park.
The last known whereabouts of the suspects is Saskatoon, Saskatchewan but they may also hiding near the west coast.

Anonymous tips can be made to Durham Regional Crime Stoppers at 1-800-222-TIPS (8477) and tipsters may be eligible for a cash reward of up to $2,000.
