Unsolved Homicide/Cold Cases


  William FOSTER Homicide

On Wednesday August 16, 2000, 37-year-old William “Billy” FOSTER was located deceased in a small inlet on the north-east section of the Whitby Harbour located at Brock Street South and Front Street in Whitby. The Homicide Unit responded to the incident, and a Project Team was formed to investigate the murder of Mr. FOSTER. The investigation identified Mr. FOSTER was murdered on Monday August 14, 2000. Mr. FOSTER was involved in the drug subculture in the Oshawa area, and his association with persons within that environment contributed to the circumstances that led to his murder. The identity of the offender is unknown, and the case remains unsolved.
